ఇంటర్నేషనల్ స్పిరిట్స్ అండ్ వైన్స్ అసోసియేషన్ ఆఫ్ ఇండియా (ISWAI), బ్రూవర్స్ అసోసియేషన్ ఆఫ్ ఇండియా (BAI), మరియు కాన్ఫెడరేషన్ ఆఫ్ ఇండియన్ ఆల్కహాలిక్ బేవరేజెస్ కంపెనీస్ (CIABC) ఉమ్మడిగా, తెలంగాణ ఆల్కహాలిక్ బేవరేజెస్ సెక్టార్ తీవ్ర ఆర్థిక ఒత్తిడిని ఎదుర్కొంటున్నట్లు తెలిపాయి. మద్యం కొనుగోలు, టోకు పంపిణీలో రాష్ట్రానికి ఏకైక అధికార సంస్థ అయిన తెలంగాణ స్టేట్ బేవరేజెస్ కార్పొరేషన్ లిమిటెడ్ (TSBCL) నుంచి రావాల్సిన బకాయిలే దీనికి ప్రధాన కారణం. అక్టోబర్లో పండుగల డిమాండ్ వల్ల ఎక్సైజ్ కలెక్షన్లు బాగానే ఉన్నప్పటికీ, TSBCL సరఫరాదారులకు చెల్లించిన మొత్తం గత నాలుగు నెలల సగటుతో పోలిస్తే దాదాపు 50% తగ్గింది. కాంట్రాక్ట్ ప్రకారం 45 రోజుల్లో చెల్లించాల్సి ఉన్నా, ఈ నిబంధనను పదేపదే ఉల్లంఘిస్తున్నారు. ప్రస్తుతం, ₹3,366.21 కోట్ల బకాయిలు పేరుకుపోయాయి. ఇందులో ₹1,959.72 కోట్లు మే-ఆగస్టు 2024 నుండి చెల్లించాల్సి ఉంది, అంటే ఒక సంవత్సరం కంటే ఎక్కువ కాలం నుండి బకాయిలే ఉన్నాయి. పరిశ్రమ ప్రతినిధులు రాష్ట్ర నాయకులను కలిసి, అక్టోబర్ మధ్యలో కేవలం ₹484.58 కోట్లు మాత్రమే పాక్షికంగా విడుదల చేయించుకోగలిగారు, ఆ తర్వాత ఎటువంటి చెల్లింపులు జరగలేదు. తయారీదారులు వెంటనే చెల్లింపులు జరగకపోతే, క్రిస్మస్, న్యూ ఇయర్ వంటి పీక్ ఫెస్టివ్ సీజన్లకు అవసరమైన స్టాక్ను సిద్ధం చేయలేమని హెచ్చరిస్తున్నారు. ఈ సీజన్లలో, ముఖ్యంగా డిసెంబర్లో కొత్త లైసెన్స్ల పునరుద్ధరణతో పాటు, డిమాండ్ సాధారణంగా 75% పెరుగుతుంది. దీనివల్ల, క్రిస్మస్, న్యూ ఇయర్ సమయంలో ఉత్పత్తుల కొరత ఏర్పడే అవకాశం ఎక్కువగా ఉంది. కొత్త లైసెన్స్ ఫీజుల రూపంలో వసూలు చేసిన ₹3,000 కోట్లకు పైగా మొత్తంలో కొంత భాగాన్ని బకాయిలు తీర్చడానికి ఉపయోగించాలని పరిశ్రమ ప్రతిపాదించింది. కానీ, రాష్ట్ర ప్రభుత్వం పెరుగుతున్న ఆర్థిక ఇబ్బందులను పరిష్కరించడానికి ఎటువంటి చర్యలు తీసుకోవడం లేదని ఆరోపిస్తున్నారు. ఆల్కోబేవరేజ్ సెక్టార్ తెలంగాణకు ముఖ్యమైన ఆదాయ వనరు, ఇది ఏటా ₹38,000 కోట్లకు పైగా సమకూరుస్తుంది. నవంబర్ 10 లోపు ఈ బకాయిలను పరిష్కరించకపోతే, సరఫరాలు తగ్గిపోతాయి. ఇది తయారీ యూనిట్లు, ప్యాకేజింగ్ సరఫరాదారులు, లాజిస్టిక్స్ సంస్థలు, రిటైల్ ఉద్యోగాలపై ప్రభావం చూపుతుంది, అంతేకాకుండా పెట్టుబడి గమ్యస్థానంగా తెలంగాణ ప్రతిష్టను కూడా దెబ్బతీస్తుంది.
