Sri Lanka ne Airport khola bidders ke liye!
Sri Lanka ne ek dum mast plan banaya hai! Unhone Mattala Rajapaksa International Airport (MRIA) ko 30 saal ke build-operate-transfer (BOT) model par lease par dene ka faisla kiya hai. Yeh India ke liye ek dum zabardast strategic chance hai ki woh is region mein apna presence aur mazboot kare, jahan China ka influence bhi kaafi zyada hai, khaas kar MRIA ke paas wale Hambantota port ko dekh kar.
India ko kyun hai is airport mein interest?
MRIA ke liye expression of interest mangi gayi hai aur iski deadline June 9 hai. Yeh deal New Delhi ke liye geopolitical angle se bahut important hai. Yeh airport, jo 2013 mein bana tha aur jispe $209 million kharch hue (iska paisa mostly China ke Export-Import Bank ne diya tha), ab tak utna successful nahi raha hai. Passenger traffic kaafi kam hai. Lekin ab 30 saal ke BOT lease ke through, yeh Indian companies ke liye ek potential gateway ban sakta hai. India ke liye yeh 'Neighbourhood First' policy ko dikhane ka aur Indian Ocean Region mein maritime security ko ensure karne ka ek bada mauka hai, jisse woh China ke badhte influence ko directly counter kar sake. Aur ek baat, India ka aviation sector duniya mein sabse fast grow kar raha hai, lekin MRO services aur pilot training ke liye capacity kam pad rahi hai. MRIA ke lambe runway aur khule airspace is problem ka solution ban sakte hain.
Kya MRIA 'Soone Ka Haathi' se banega hub?
Is tender ki success iss baat par depend karegi ki airport apne purane kharab business performance ko kaise beat karta hai. Launch toh bade ambition se hua tha, par low passenger numbers ki wajah se isse "world's emptiest airport" bhi kaha gaya. Ab jo tender structure hai woh flexibility de raha hai. Aerodrome operations aur landside development ke liye alag-alag bids aa sakte hain. Landside mein MRO facilities, flying schools, logistics centers, aur hotels bhi develop ho sakte hain. Yahan lagbhag 238 hectares zameen hai, jo Colombo Port City jitni badi hai. Yeh kaafi bada development potential dikhata hai. Lekin Indian investors ko strategic goals ke saath-saath is airport ke purane record ko dekh kar operational risks ko bhi carefully weigh karna hoga. South Asian MRO market mein kaafi growth ki ummeed hai, par competition Singapore aur Dubai jaise hubs se bhi hai. Sri Lanka hamesha se infrastructure mein FDI chahta hai, par pichle projects ko manage karne ka record mila-julaha raha hai, isliye is BOT process mein transparency bahut zaruri hai.
Airport Investors ke liye kya hain Risks?
MRIA ko ek successful hub banane mein badi challenges hain. Airport ki sabse badi problem uska location aur connectivity ki kami hai, jo successful airports se bilkul alag hai. "World's emptiest airport" ka tag iske fundamental economic issues ko dikhata hai jinko naye operator ko solve karna padega. India ka interest strategic goals se judaa hai, par proposed landside developments aur aviation services ka financial viability abhi bhi uncertain hai. Adani Airports jaise experienced operators ke paas strong track record hai, par MRIA ki alag location aur pichle failures se operational risks bahut zyada hain. Aur Sri Lanka ka infrastructure projects ka history, jaise Hambantota port ka China ke saath debt-for-equity swap, foreign investors ke liye political aur economic risk paida karta hai. Pahle ek Indo-Russian joint venture bhi Mattala ke paas lease lene mein fail ho gaya tha, jo Sri Lanka mein aise ventures ki volatility ko dikhata hai. Jab tak passenger aur cargo traffic mein substantial increase nahi hota, jo pichle record ko dekh kar mushkil lagta hai, tab tak yeh airport ek financial burden hi rahega, asset nahi.
Mattala Airport Project ka Future Outlook
Yeh tender MRIA aur Sri Lanka mein India ki strategic position ke liye ek important moment hai. Tender ka success Sri Lanka ki financial terms ki attractiveness aur international investors, khaas kar Indian firms, ko airport ke purane issues ko overcome karne mein kitna confidence hai, is par depend karega. Analysts keh rahe hain ki geopolitical aspect important hai, par long-term economic sustainability ke liye connectivity aur passenger/cargo growth ki clear strategy chahiye, jo cheezein Mattala mein hamesha se kam rahi hain.
