Engineers Ne Kyun Uthaya Ye Mudda?
Airports Authority of India (AAI) ke engineers ki body, jiska naam hai ATSEPA, unhone Civil Aviation Minister K Rammohan Naidu ko ek letter bhej kar apni concerns batayi hain. Unka sabse bada objection hai ki Air Traffic Control (ATC) ko private companies ko dene se pehle ek independent Air Navigation Services (ANS) structure banana zaroori hai. Unke hisab se, agar aisa nahi kiya gaya toh India ki national strategic capabilities kamzor ho sakti hain.
History Kya Kehti Hai?
Yeh koi pehli baar nahi hai ki ANS ko AAI se alag karne ki baat ho rahi hai. Pehle bhi is par charcha hui thi aur kuch hadd tak implementation bhi hua tha. Lekin ab jo naya proposal hai, woh us framework ko change kar raha hai, jisse structural inconsistency aa sakti hai.
Aur Kya Khatre Hain?
Engineers ka kehna hai ki agar ANS ek internal unit bana rahe aur private firms compete karein, toh yeh ek institutional disadvantage hoga. Safety-critical area jaise ATC ko alag-alag karne se accountability, uniformity aur operational integrity par bhi sawaal uthte hain. Woh warn kar rahe hain ki existing, trained workforce ko chhodkar bahari providers par depend karna, hamari sovereign expertise ko kamzor kar sakta hai.
Engineers Ki Maang Kya Hai?
ATSEPA chahti hai ki ANS ko turant ek fully independent entity banaya jaye. Is entity ko functional, financial aur administrative autonomy milni chahiye. Unka proposal hai ki yeh independent ANS sabhi airports ko competitively services de. Woh yeh bhi stressed kar rahe hain ki AAI ka role clear hona chahiye taaki overlap aur conflict of interest na ho. Agar is path se hatkar koi bhi decision liya gaya, toh woh structurally flawed aur detrimental hoga, aur jo log desh ke airspace ko manage karte hain, woh ise accept nahi karenge.
