NIPFP ke researchers ek naya Artificial Intelligence (AI) Composite Index develop kar rahe hain. Iska aim hai AI ke liye countries ki readiness ki ek 'clearer picture' dena jo policy-making mein direct kaam aaye. Yeh development tab ho raha hai jab India International Monetary Fund (IMF) ke AI Preparedness Index (AIPI) se apni alag rai rakh raha hai. AIPI ne India ko 174 deshon mein se 72nd rank di thi, jisse India sehmat nahi hai. Iske bajaye, India Stanford University ke Human-Centered Artificial Intelligence (HAI) AI Index ke rankings ko zyada pasand kar raha hai, jo India ko AI penetration aur preparedness mein duniya mein teesre aur AI talent mein doosre number par rakhta hai. Union Minister Ashwini Vaishnaw ne Davos mein World Economic Forum mein IMF ke AIPI ko criticize kiya tha aur Stanford rankings ko endorse kiya tha.
NIPFP professor Lekha Chakraborty aur intern Rohan Dubey is study ko lead kar rahe hain. Unka AI Composite Index teen core pillars par base hoga jo AI supply mein leadership aur adoption ke liye conducive conditions dono ko capture karenge:
- AI Patent Registrations: World Intellectual Property Organization (WIPO) se AI patent registrations per million population ka data.
- Venture Capital Investment: Venture capital investment AI mein as a share of GDP, jiske liye OECD aur dusre sources ka data use hoga.
- IMF AI Preparedness Index: IMF ka apna AIPI bhi ek component ke taur par include kiya jayega.
Researchers data processing techniques use kar rahe hain. Patent aur investment data mein skewed distributions ko logarithmic transformation se handle kiya jayega. Har component ko standardize kiya jayega. Index in teen pillars ka simple average hoga, jisme transparency ke liye equal weights diye jayenge. Scores ko zero se one tak rescale kiya jayega.
Yeh index policymakers ke liye actionable insights provide karne ke liye develop kiya ja raha hai. In dimensions ko track karne se potential bottlenecks identify karne mein madad milegi, chahe woh low investment ho ya preparedness gaps. Minister Vaishnaw ne Davos mein India ki position affirm ki thi ki desh AI powers ke 'first group' mein hai, Stanford ke rankings ko cite karte hue. Unhone AI architecture ke sabhi five layers (application, model, chip, infrastructure, and energy) par development par focus kiya aur strategy ko widespread deployment aur return on investment par centered bataya.
