Toh bhai, hua kya hai ki Supreme Court ne RERA authorities ko kaafi daanta tha, bola ki woh toh bas builders ki help kar rahe hain aur homebuyers ko disappoint kar rahe hain. Iske baad, Housing Minister Manohar Lal Khattar ne ek bada announcement kiya hai.
He said, ek parliamentary committee ab recommend karegi ki state RERA bye-laws ko central vetting se guzarna chahiye. Matlab, ab states apni manmani nahi kar paayenge bye-laws banane mein, Centre ki nazar bhi rahegi.
Yeh asli mein state aur Centre ke beech power ka khel hai. RERA Act toh Centre ne banaya tha, par uska implementation states pe chhod diya gaya tha. Ab alag-alag states ne apne tarike se rules bana liye, jisse desh bhar mein ek jaisa market nahi ban pa raha tha aur developers ko fayda ho raha tha. Supreme Court ne toh yahaan tak bol diya ki RERA authorities 'bas defaults karne wale builders ko facilitate kar rahi hain' aur ghar kharidne wale 'pareshan, niraash aur dukhi hain'. Isliye, yeh central oversight ka idea aaya hai taaki RERA Act ke original principles ko maintain rakha ja sake.
Ab sirf rules ki baat nahi hai, Centre asli problems ko bhi dekh raha hai. Affordable housing sector mein paisa lagana banks aur financial institutions ke liye mushkil ho raha hai kyuki risk zyada hai aur returns kam. Construction aur land costs bhi badh rahe hain.
Is problem ko solve karne ke liye, ministry kuch naye tarike soch rahi hai. Jaise ki CSR (Corporate Social Responsibility) se charity trusts bana kar funding karna. Aur jo pre-RERA projects phase hue hain, unke liye bhi ek special fund banane ki baat chal rahi hai. Industry bodies ka kehna hai ki iske liye lagbhag ₹2.5 lakh crore tak lag sakte hain. Iska matlab hai ki current financial system se affordable housing aur purane phase hue projects ko sambhalna mushkil ho raha hai.
Par is sab mein kuch risks bhi hain. Central vetting se bureaucracy badh sakti hai aur states ke liye kaam karna thoda gadbad ho sakta hai. Aur yeh jo naye funding ke tareeke hain, jaise charity trusts aur special funds, woh shayad utna paisa na judwa payein jitna zaroori hai. Dekhte hain yeh naye rules aur funding ke tareeke kitne effective hote hain aur real estate market mein kya change laate hain.
