Courts banegi, Polluters pakde jayenge!
Yaar, Supreme Court ne Rajasthan High Court ko bola hai ki Jodhpur, Pali aur Balotra mein special courts banao. Ye courts saari pollution wali rivers, Jojari, Bandi aur Luni ke polluters ko prosecute karengi. Court ko High-Level Ecosystem Oversight Committee ki report se pata chala hai ki state aur RIICO jaisi agencies ne bohot time se is matter ko ignore kiya hai. Ek normal wastewater treatment plant ka cost ₹3.0 to ₹4.0 Crores per MLD aata hai, toh ZLD wale system ka ₹12.0 to ₹15.0 Crores per MLD lag sakta hai. Choti capacity ke liye bhi ₹1-1.5 crores lag sakte hain, agar 100 KLD ka system ho toh. ZLD mein paani bacha ke ya byproducts recover karke 3-5 saal mein paisa wapas aa sakta hai, par isme energy bohot kharch hoti hai – 80-100 kWh/m³ tak, jabki normal systems mein 0.5-1.5 kWh/m³ lagta hai.
MSMEs ke liye toh yeh ZLD ka kharcha sambhalna bohot mushkil ho sakta hai.
Regulatory Risks aur Aage ka Raasta
Court ka yeh strict rule industries ke liye challenges layega. Jo units rules follow nahi karengi unhe band karna padega. Is pollution se India mein bohot nuksaan ho chuka hai; air pollution se India ki GDP ka 7.7% loss hua tha ek time pe, aur Rajasthan mein 1.70% state GDP ka loss hua tha air pollution se 2020 mein. Court ne ab expert committee banane, affected logon ko compensation dene aur artisans ke liye support programs start karne ko bhi kaha hai. Is sab mein sabse bada factor yeh hai ki industries aur government dono ko sach mein commitment dikhana hoga pollution kam karne ke liye.
