Jharkhand High Court ne sexual violence cases ko handle karne ke tarike mein bade reforms laane ke liye strict guidelines jaari ki hain. Ab investigation ke liye **2 mahine** ki deadline hogi, 'two-finger test' par turant rok laga di gayi hai, aur victims ko **Compensation** aur **Educational Support** milna pakka hai. Is order ka maksad aise crimes par legal aur administrative response ko behtar banana hai.

Kya Hua?

Jharkhand High Court, jismein Chief Justice MS Sonak aur Justice Rajesh Shankar the, ne sexual violence cases ko state mein kaise handle kiya jaaye, isko lekar ek comprehensive plan banaya hai. Court ka focus hai investigation ko fast karna, victims ki dignity maintain karna, aur unke liye better rehabilitation aur support systems provide karna.

Investigation ke liye Strict Timelines

Deriyon ko kam karne ke liye, court ne mandate kiya hai ki sexual violence cases ki preliminary investigation 15 din mein poori honi chahiye. Poori investigation 2 mahine ke andar khatm karni hogi. Court ne yeh bhi saaf kiya hai ki agar witnesses present hain toh unnecessary adjournments ko tolerate nahi kiya jayega, jisse justice deliver karne mein tezi aaye.

'Two-Finger Test' par Rok aur Medical Protocols

High Court ne 'two-finger test' ka use strict taur par band kar diya hai, jo ek purana medical examination method hai jise bahut criticize kiya gaya hai. Jo medical professionals yeh test karte hue pakde jayenge, unke upar professional misconduct ka case chalega. Ab state government ko saare hospitals, government aur private dono ko ek binding circular aur Standard Operating Procedure (SOP) jaari karna hoga. Iske alawa, doctors, forensic experts, aur police officials ke liye mandatory training programs bhi honge taaki yeh naya protocol follow ho sake.

Police ki Accountability aur 'Zero FIR'

Bench ne police ki legal obligation par zor diya hai ki woh sexual offense cases mein 'Zero FIR' register karein, chahe uss police station ka territorial jurisdiction kuch bhi ho. Court ne note kiya hai ki pehle is rule ko follow na karne ki wajah se victims ki critical medical examinations mein der ho chuki thi. Ab ruling ke mutabik, jo bhi police official is mandate ko follow nahi karega, uske khilaaf departmental aur penal action liya jayega. Court ne periodic sensitization programs ka bhi order diya hai taaki police personnel in sensitive cases ko handle karne ke liye better prepare ho sakein.

Victim Support aur Rehabilitation

Procedural changes ke alawa, court ne victims ko legal process ke dauraan aur baad mein support karne ke liye measures introduce kiye hain. Decision ke 30 din ke andar compensation orders pass kiye jayenge. Ongoing support ke liye, Nari Niketan in Ranchi ko ek dedicated shelter home banaya gaya hai.

Long-term rehabilitation mein madad ke liye, court ne order diya hai ki rape se paida hue bachchon ko Class XII tak free education milegi. Iske alawa, jo IITs, NITs, AIIMS, aur IIMs jaise premier national institutions mein admission lenge, unko scholarships di jayengi. Court ne victim ki identity protect karne par bhi zor diya hai, aur uske unauthorized disclosure par penalties honge. Kuch aur support measures mein trained legal aid, counseling, medical assistance, aur '181' women-centric helpline ko '112' emergency response system se integrate karna shamil hai.
