Toh hua kya hai ki India ne WTO ke 14th Ministerial Conference mein Investment Facilitation for Development (IFD) agreement ko seedha reject kar diya hai. Ye sirf ek objection nahi hai, balki India chahti hai ki global trade rules mein badlav aaye aur food security jaise issues ko zyada importance mile.

IFD Agreement ko Kyun Roka?

China-backed IFD pact ko India ne firmly oppose kiya. Piyush Goyal ne clearly bola ki ye WTO ke rules se bahar hai aur uske core principles ko kamzor karega. Waise toh 128 countries is pact ke support mein hain, par India ko ye dar hai ki aise agreements global consensus ko bypass kar sakte hain aur WTO mein alag alag levels bana sakte hain.

Food Security Par Zor

India ka IFD ko block karne ka main reason hai public stockholding for food ke liye permanent solution ki maang. Abhi kya hai na, food subsidies par jo limits hain, jinko temporary 'peace clause' se bachaya gaya hai, woh India ko farmers ko support karne aur desh ki food security manage karne se rok rahi hain. So, IFD ko block karke India developed countries par pressure bana rahi hai ki woh public stockholding par permanently agree karein. Ye wahi maang hai jo saalon se atki hui hai. Aisa hi kuch India ne pehle 'Singapore Issues' ke time pe bhi kiya tha.

Global Players Ka Alag Approach

Baaki bade players ka approach alag hai. United States 'interim plurilaterals' (matlab jo willing countries hain unke beech jaldi deals) ko prefer karta hai, jabki India global consensus par focus kar rahi hai. European Union bhi choti choti trade deals ko WTO reform ke liye important manti hai. China toh IFD ka bada supporter hai aur is pact se usko investment rules simplify karne mein help milegi, especially un countries mein jo uski Belt and Road Initiative ka part hain. Aajkal geopolitics aur supply chain security bhi global trade ko shape kar rahe hain, isliye countries apne strategic interests ko zyada importance de rahi hain.

Risks Aur Isolation Ka Dar

Par yaar, India ke is strict stance se kuch WTO members naraz ho sakte hain. South Africa, jo hamesha India ka saath deta hai, usne bhi ab apna stand thoda soft kar liya hai. US toh plurilateral deals ko push kar raha hai, jisme India jaisi hesitant countries shayad na ho, jisko India 'two-tier' WTO bana rahi hai. IFD pact se globally economic benefits mil sakte hain, jo India miss kar sakti hai. Choti trade deals par itna rigid rehne se, online trade aur fishing subsidies jaise dusre important WTO reforms mein bhi der ho sakti hai. Aur food stockholding ke liye temporary 'peace clause' par depend karna bhi toh short-term hi hai. IFD ko leverage ke taur par use karne mein risk ye hai ki shayad na toh IFD mile aur na hi food security ka permanent solution.

Aage Kya Hai India Ke Liye?

WTO mein India ka yeh stand dikhata hai ki woh inclusive, rules-based trade ko importance deti hai. Country chahti hai ki permanent public stockholding solution mil jaye, taaki farmers aur food security ko protect kiya ja sake. Aajkal ke complex global trade scenario mein, jisme geopolitics aur alag alag trade rules ke approaches hain, India ko navigate karna padega. India ka success iss baat par depend karega ki woh apne principles par bani rahe, saath hi broader consensus bhi banaye aur akeli na pad jaye, taaki WTO ek equitable aur development-focused future ki taraf badh sake.
