RBI ka naya policy, jo July 1, 2026 se लागू होगी, banks aur dusri financial institutions ko yeh permission deti hai ki woh natural disaster se affected borrowers ko proactively relief de sakein. Ismein payment adjust karna, moratoriums (EMI break) dena, interest ko naye loan mein convert karna, ya phir extra paisa dena jaise options honge.

Rules ke mutabik, agar loan account 'standard' hai aur calamity ke time 30 days se zyada overdue nahi hai, toh relief mil sakta hai. Borrowers ke paas 135-day ka window hoga isse out hone ka. Banks ko yeh sab apni loan policies mein include karna hoga. Matlab, ab rigid rules ki jagah flexible approach follow karna hoga.

Sabse badi baat yeh hai ki India mein badhti extreme weather events ki wajah se yeh plan laya gaya hai. Kheti aur MSMEs sector isse kaafi affect hote hain, aur banks ka exposure bhi yahaan zyada hai. Jab bhi aise bade weather changes hote hain, toh loan wapas aane par asar padta hai.

Aur suno, April 1, 2027 se ECL (Expected Credit Loss) provisioning ke naye rules bhi aa rahe hain. Iska matlab hai ki banks ko future mein hone wale nuksaan ka pehle se hisaab laga kar paisa alag rakhna padega. Agar yeh disaster relief widely use hua toh provisioning ki requirement badh sakti hai, jo short term mein profit figures par asar daal sakti hai.

Par achhi baat yeh hai ki Indian banks abhi kaafi strong position mein hain. Inke Gross Non-Performing Assets (NPAs) expected to be around 2.1% hain aur capital buffers bhi kaafi aache hain. Yeh unhein potential challenges se deal karne mein help karega.

Risk yeh hai ki kuch log is policy ka galat fayda utha sakte hain, jise 'evergreening' bhi kehte hain. Matlab, purane loan chukane ke liye naya loan lena. Banks ke liye mushkil hoga yeh pakadna ki stress disaster ki wajah se hai ya pehle se thi. Isliye, operational challenge kaafi bada hai.

Overall, RBI global trend follow kar raha hai jahan climate risks ko manage karne ke liye rules banaye ja rahe hain. Banks ko ab credit dene ke saath-saath risk management par bhi zyada focus karna hoga, especially jaise-jaise environmental uncertainties badh rahi hain.
