Ab tak government khud jobs create karne ki koshish karti thi, but yeh nayi policy mein government ka role as a 'facilitator' hoga, matlab woh sirf madad karegi. Asal kaam private companies ko karna hoga. Socho, yeh sab isliye ho raha hai kyunki pehle jo govt ke incentives the (jaise new hires ke liye paise), woh zyada chaley nahi.
Sirf badi naukriyon ki baat nahi hai, sarkar contractual workers par bhi focus kar rahi hai. Unke wages time par mil rahe hain ya nahi, iska bhi khayal rakha jayega. Industry ko bhi bola gaya hai ki woh Indian workers ke liye abroad mein bhi mauke dhundhein. CII jaise groups ko bola gaya hai ki woh global demand ke hisab se Indian talent ko bahar bhejne mein help karein.
Ab yeh policy kahan aa rahi hai? Jab economy mein kaafi tension hai. West Asia mein jo chal raha hai na, usse crude oil prices $100 ke paar ja sakti hain, jisse India ka GDP growth 6.5% se neeche ja sakta hai. Moody's ne bhi apna forecast 6% kar diya hai. Inflation bhi 4.5% tak rehne ka risk hai. Is sabka asar rupee par bhi ho raha hai aur foreign investors bhi paisa nikal rahe hain.
Yeh policy uss time aa rahi hai jab government ne pehle se hi 29 labour laws ko combine karke 4 bade codes bana diye hain (Code on Wages, Social Security, Industrial Relations, OSH&W). Goal toh easy business karna aur workers ko security dena hai, but kuch logon ko darr hai ki isse informal work badh sakta hai. CII toh pehle se hi government ko bol raha hai ki unified policies lao aur tax breaks do nayi hiring par.
Par bhai, itni achi policies ka bhi kya fayda agar implement na ho? Incentive program mein logon ka interest kam dikha hai. Contract workers toh abhi bhi 94% workforce hote hue bhi kam pay, insecurity aur exploitation jaisi problems face kar rahe hain. Naye codes ko sahi se enforce karna bhi bada challenge hoga, nahi toh informal work aur badh jayega. Companies ki willingness bhi ek sawaal hai, especially MSMEs ke liye jo global challenges face kar rahe hain.
Analysts keh rahe hain ki FY25-26 mein GDP growth 6% se 7.8% ke beech rahne ka chance hai, jo global conditions par depend karega. Is nayi employment policy ka asli success toh private investment attract karne, private sector ko jobs banane ke liye motivate karne, aur contract workers ko sahi protection dene par hi tikega. Productivity, skills matching, aur external shocks se deal karna sabse important hoga.
