Detailed Coverage :

The Directorate General of Civil Aviation (DGCA) has put forward draft changes to air ticket refund regulations aimed at enhancing passenger convenience. A key proposal is the 'Look-in option,' which would allow passengers to cancel or amend their tickets free of charge within 48 hours of booking. This flexibility, however, excludes flights departing within 5 days for domestic travel or 15 days for international travel from the booking date, if booked directly with the airline.

Additionally, the DGCA suggests that airlines should not charge any extra fees for correcting a passenger's name if the error is identified within 24 hours of booking directly through the airline's website. The regulator also stated that airlines will bear the responsibility for processing refunds when tickets are purchased through travel agents or online portals, as these agents act as their representatives. Airlines will be required to complete refund processes within 21 working days.

The draft also considers providing refunds or credit shells for tickets cancelled due to medical emergencies.

Impact: These proposed changes are expected to significantly improve passenger rights and flexibility, potentially boosting consumer confidence in air travel. Airlines might experience a shift in revenue streams from cancellation/amendment fees but could benefit from increased customer loyalty and smoother operations regarding refunds. The clarity on agent responsibility simplifies the refund process for passengers. Rating: 7/10
