Officials in Dehradun are currently identifying vehicles with white number plates—registered for private use—that are being utilized for profit-driven logistics, including food, grocery, and parcel delivery. The state maintains that these operations violate the Motor Vehicles Act, which requires vehicles used for commercial purposes to have specific permits, commercial tax compliance, and fitness certifications.

Enforcement Strategy and Operational Impact

To identify non-compliant vehicles, local authorities have adopted a proactive enforcement strategy, including mystery shopping tactics where officials book rides or deliveries through digital applications to catch non-compliant drivers. The state has already seized over 100 two-wheelers as part of this ongoing drive. Furthermore, the transport department is preparing to issue formal notices to major service providers operating in the region, including Zomato, Swiggy, and Rapido, to mandate adherence to commercial vehicle regulations.

For these platforms, the move introduces significant operational headwinds. The requirement for commercial vehicle registration often entails higher taxes and stricter fitness norms, which could lead to a reduction in the available fleet size if contractors choose not to switch their vehicle status.
