State-owned operator Pawan Hans has signed a memorandum of understanding with Noemi Aerospace to explore the use of electric seaplanes for regional routes in India. The initiative aims to support cleaner aviation under the UDAN scheme, though commercial rollout faces significant infrastructure and regulatory challenges.
Pawan Hans, the state-owned helicopter and aviation service provider, has entered into a memorandum of understanding with Noemi Aerospace to evaluate the deployment of electric seaplanes in India. This partnership is part of a broader government effort to expand connectivity to remote coastal and riverine regions, aligning with the UDAN (Ude Desh ka Aam Naagrik) regional connectivity scheme.
The collaboration focuses on assessing the feasibility of electric and hybrid aircraft for short-haul travel. As India seeks to enhance its infrastructure for seaplane operations, the move highlights an interest in exploring cleaner technologies. However, the electric seaplane sector remains in an early, developmental stage. Noemi Aerospace’s technology is currently under development, with commercial deliveries not expected until 2030, which means any immediate impact on regional air networks is unlikely.
While Pawan Hans explores this new technology, other players are also entering the Indian seaplane market using conventional aircraft. For instance, SkyHop Aviation, a private sector entrant, received its Air Operator Certificate from the Directorate General of Civil Aviation in April 2026. SkyHop has focused its initial operational strategy on connecting the Lakshadweep islands to the mainland using 19-seater DHC-6 Twin Otter aircraft, which is a different operational approach compared to the future-focused electric experiments of state-owned entities.
The adoption of seaplanes in India faces several practical hurdles. Establishing reliable routes requires significant investment in infrastructure, such as water aerodromes and passenger terminals, which are not yet widely available. Furthermore, the regulatory framework for seaplane operations is still evolving. Safety standards, water-landing certifications, and the integration of these flights into existing air traffic management systems are complex challenges that the aviation regulator must address.
Investors and observers tracking the aviation sector should note that the success of these initiatives will depend on more than just the aircraft technology. The long-term viability of seaplane networks will hinge on the government’s ability to develop dedicated water infrastructure and create a sustainable business model for operators. With electric aviation still years away from mass commercial use, the immediate focus for the industry remains on proving the reliability of conventional seaplane routes.
