Short Description:

Delhi Airport's air traffic control experienced significant glitches on Friday, leading to the loss of its Automatic Message Switching System (AMSS). This communication breakdown caused over 800 flights to be delayed and many to be cancelled. Controllers were forced to use manual procedures, drastically slowing operations at one of Asia's busiest airports. The software, developed by Electronics Corporation of India Limited (ECIL), was reportedly being phased out, and air traffic controllers had previously warned about system degradation. Civil Aviation Minister Ram Mohan Naidu has ordered a thorough investigation and plans for system upgrades.

Detailed Coverage:

The Delhi Airport's air traffic control system suffered major operational failures on Friday, leading to widespread disruption. The core issue was the failure of the Automatic Message Switching System (AMSS), a critical communication link that transmits vital information like flight plans and weather updates between airlines and airports.

When the AMSS went offline, air traffic controllers had to revert to manual procedures, including voice communication and manual logging of flight details. This significantly hampered the speed and efficiency of operations at the Indira Gandhi International Airport, which is one of the busiest in Asia, typically handling around 70 flights per hour.

The consequences were severe, with more than 800 flights experiencing delays and numerous others being cancelled. The disruption had a cascading effect, impacting flight schedules at other airports across India. IndiGo, India's largest airline, reported that less than half of its flights operated on time due to these issues.

The software for the affected AMSS was developed by Electronics Corporation of India Limited (ECIL), a government-owned entity. It was in the process of being phased out. Earlier this year, the union representing air traffic controllers had alerted a Parliamentary Affairs Committee to performance degradation in automation systems, particularly noting lags and slowness at high-traffic airports like Delhi and Mumbai.

Following the incident, Civil Aviation Minister Ram Mohan Naidu announced a detailed root-cause analysis to be conducted by the Airports Authority of India (AAI). He also directed officials to plan for system advancements, such as implementing additional or fallback servers to prevent future recurrences.

Impact: This incident directly impacts the aviation sector by causing significant operational costs for airlines due to delays, potential fuel wastage, and crew scheduling issues. Passenger inconvenience is immense, leading to potential loss of customer trust. Airport operations are disrupted, affecting overall efficiency and revenue. The need for system upgrades also implies future capital expenditure for infrastructure. The government's response signals a focus on improving critical infrastructure reliability, which could lead to further investment in the sector. Impact Rating: 7/10

Difficult terms: * **Air Traffic Control (ATC)**: A service provided by ground-based controllers who direct aircraft on the ground and through controlled airspace, ensuring safety and efficiency. * **Automatic Message Switching System (AMSS)**: A system used in air traffic control to automatically relay messages, flight plans, and other crucial data between different units, airlines, and airports. It is a key component for fast and efficient communication. * **Root-cause analysis**: A systematic process for identifying the underlying causes of a problem or incident, to prevent recurrence. * **Cascading effect**: A situation where an event in one part of a system triggers a series of similar events in other parts of the system, often leading to widespread consequences. * **Automation systems**: Systems that use technology to perform tasks with minimal human intervention, improving speed, accuracy, and efficiency. * **Fallback servers**: Backup computer servers that can take over if the primary servers fail, ensuring continuity of operations.
