Regulatory Overhaul
The revised rules, effective February 9, introduce a stringent approach for pilots operating within India. Foreign pilots found to have consumed alcohol pre-flight will have their Foreign Aircrew Temporary Authorisation (FATA) revoked immediately and will not be considered for future authorizations.
Penalties Escalated
For Indian pilots, the consequences are equally severe. A pilot testing positive for alcohol consumption on three separate occasions will face cancellation of their license. Further, a second positive Breath Analyser (BA) test, or one positive test coupled with a missed test on a subsequent occasion, will lead to license suspension. Enforcement actions for post-flight test violations include a three-year suspension for a positive post-flight test and a missed test, or vice versa.
Rationale Behind Stricter Rules
Directorate General of Civil Aviation (DGCA) officials stated that blood alcohol levels are not the sole determinant of flying safety. Impairment can persist due to a "hangover" even when blood alcohol is zero. The existing 12-hour abstinence rule is reinforced, with airlines encouraged to implement even stricter requirements within their safety management systems due to alcohol's detrimental impact on cognitive and physical performance. Compliance for flights originating outside India will be verified upon landing, with pre-flight facilities required for transit operations.
