The Andhra Pradesh government has formally sanctioned ₹544.3 crore for the acquisition of 2,170.7 acres, marking a critical foundational step for the Dugarajapatnam Green Field Port & Shipbuilding Cluster. This significant allocation, spread across Vakadu mandal in Tirupati district and Kota mandal in Nellore district, underscores the state's commitment to bolstering its maritime infrastructure and industrial base. The project aims to establish India's first mega greenfield shipbuilding cluster, a development that aligns directly with national strategies for enhancing domestic shipbuilding capacity and achieving global competitiveness.
Dugarajapatnam: A Cornerstone of AP's Maritime Ambition
This land acquisition is pivotal for Dugarajapatnam's development into a major port and shipbuilding hub. Previous technical feasibility reports, including one by RITES, have identified the need for approximately 2,171 acres and found the project feasible, though high land costs were noted in earlier assessments. The current administrative sanction covers 1,932 acres of patta land and habitation areas, alongside 239 acres of government land. This move is central to Andhra Pradesh's broader Maritime Policy 2024, which targets transforming the state into India's maritime gateway by 2030 and aims to position at least one port within the top 20 globally, handling 20% of India's total cargo by 2047. The state's economy has demonstrated robust growth, with an 11% CAGR in its Gross State Domestic Product, supported by consistent infrastructure investment and industrial policies.
National Alignment and Execution Outlook
The Dugarajapatnam project resonates with the Union Budget 2026's emphasis on port-led infrastructure and shipbuilding initiatives, including the acceleration of five National Mega Shipbuilding Clusters and time-bound rollout of shipbuilding schemes. The Ministry of Ports, Shipping and Waterways received a substantial funding increase, reflecting a nationwide drive to strengthen maritime trade and infrastructure under programs like Sagarmala. While the government has provided administrative sanction for land acquisition, the responsibility for mobilizing the full spectrum of funds for the project rests with the Andhra Pradesh Maritime Board (APMB). Successful execution will depend on APMB's ability to secure financing and navigate the complexities of developing a large-scale greenfield project, a challenge mirrored in the competitive landscape of port development across India, with other states also investing heavily in similar infrastructure.
