The Department of Telecommunications (DoT), under the Ministry of Communications, has issued a new framework to facilitate the transfer of Machine-to-Machine (M2M) SIM card ownership from one M2M Service Provider or Licensee to another. Previously, there was no provision to change M2M SIM ownership, risking service disruptions for end consumers if a change of provider was necessary. This new framework establishes a formal procedure to ensure smooth, compliant transitions without service discontinuity, applicable to all M2M Service Providers or Licensees.

The process begins with the M2M service user submitting a written request to the current provider, detailing the SIMs and the intended new provider. Within 15 days, the transferor must issue a No Objection Certificate (NOC) if there are no outstanding dues. The transferee provider must then submit an undertaking to the Access Service Provider (ASP) accepting all responsibilities for the transferred SIMs. The ASP verifies the request, NOC, and undertaking, re-verifies KYC, and updates subscriber records to reflect the new ownership. Importantly, each M2M SIM must remain linked to a provider, ensuring uninterrupted service.
