Finance Minister Nirmala Sitharaman has firmly backed the proposed Health Security and National Security Cess Bill, 2025, in the Lok Sabha. The Finance Minister stated that the bill is essential for ensuring a reliable and steady flow of funds to bolster India's defence capabilities and national security apparatus.

Defense Funding Underpinning

  • Sitharaman emphasised that the government has a fundamental duty to protect the nation and ensure its security.
  • She highlighted the significant efforts and time required to restore the army's preparedness, underscoring the necessity of consistent financial resources for the defence sector.
  • Money collected through taxes is fungible, meaning it can be allocated to various critical areas, including defence and infrastructure development, as per government priorities.

  • A key clarification from the Finance Minister was that the cess would exclusively target 'demerit goods'.

  • Sitharaman pointed out the persistent issue of tax evasion within the tobacco sector.
  • She noted that even the current Goods and Services Tax (GST) rate of 40% has proven insufficient to curb evasion effectively.
  • The proposed production capacity-based levy was defended as a familiar mechanism, not a new parameter, designed to better tax actual production, which is often difficult.

Pan Masala: Flexibility Needed

  • Regarding pan masala, the Finance Minister acknowledged the industry's innovation in developing new variants.
  • To effectively tax these evolving products and prevent revenue loss, the government seeks the flexibility to bring new variants under the levy without repeated parliamentary approvals.
  • Currently, the effective tax on pan masala is around 88%. However, concerns exist that this tax incidence might decrease once the compensation cess expires and GST is capped at 40%.
  • "We can't allow it to become cheaper and also lose revenue," Sitharaman asserted, ensuring fiscal prudence.

Assurance on GST Council Autonomy

  • The Finance Minister explicitly stated that the government has no intention of encroaching upon the legislative or functional domain of the GST Council.
