Maharashtra is set to revolutionize its energy sector by mandating thermal power plants to incorporate bamboo biomass. Starting December 2, 2025, all public and private thermal power plants in the state will be required to blend 5-7% bamboo-based biomass or charcoal with their coal supply.
New Policy Framework: This significant move is part of the new Maharashtra Bamboo Industry Policy, 2025. For the first time, bamboo is being formally integrated into the state's energy mix. The policy acknowledges Maharashtra's considerable bamboo-growing potential, despite recent declines in production.
Goals of Biomass Blending: The mandate is designed to achieve several critical environmental and economic objectives:

  • Lower Emissions: Significantly reduce greenhouse gas emissions from coal-based power generation.
  • Diversify Energy Sources: Decrease reliance on traditional fossil fuels.
  • Infrastructure Compatibility: Enable co-firing of bamboo biomass without requiring major modifications to existing boiler infrastructure.
  • Climate Targets: Improve the carbon intensity of state utilities, aligning with Maharashtra's climate goals and India's broader decarbonisation commitments.
    Government Support and Incentives: The state government is backing this ambitious transition with substantial financial commitments. An outlay of Rs 1,534 crore is earmarked for the first five years (2025–2030). Furthermore, a larger incentive framework worth Rs 11,797 crore is planned over the 20-year project lifecycle to support the initiative.
    Bamboo: The 'Green Gold': Bamboo is being hailed as "green gold" due to its rapid growth and environmental benefits. It is one of the world's fastest-growing renewable biomaterials, capable of sequestering large amounts of carbon dioxide, improving degraded soils, and requiring minimal inputs compared to timber or energy crops. Maharashtra's policy leverages these attributes to position bamboo as a low-emission alternative in industrial combustion.
    Economic and Employment Opportunities: This policy is expected to create an entire value chain for bamboo, from cultivation and harvesting to processing, pelletisation, and charcoal production. Bamboo-rich districts like Gadchiroli, Chandrapur, Satara, Kolhapur, and Nashik are anticipated to become key production hubs. The state government estimates the creation of approximately 500,000 direct and indirect jobs across cultivation, processing, and manufacturing sectors. The policy also foresees a surge in bamboo-based industrial clusters, strengthened Farmer Producer Organizations (FPOs), contract farming models, and a boost to micro, small, and medium-scale enterprises (MSMEs) involved in biomass and biochar manufacturing.
    Market Prospects: By substituting a portion of coal with bamboo biomass, Maharashtra aims to attract global green investment. The state also seeks to position itself as a significant player in the emerging bamboo-based carbon credit market, which the policy intends to formalize.
    National Alignment: The policy aligns with India's national goal of progressively increasing biomass co-firing in coal power plants. Maharashtra's approach is notable for specifying a bamboo-only component, recognizing its unique advantages in abundance and rapid regeneration.
    Impact: This policy could significantly impact India's energy sector by promoting sustainable biomass integration in thermal power generation.
