TSMC Begins Work on Kaohsiung Packaging Hub for AI Chips

TSMC has started building a new packaging facility in Taiwan's Baipu Industrial Park, with operations expected by late 2029. The site is a key move to resolve the global bottleneck in advanced packaging for AI processors. This project underscores the long-term investment required to meet the high demand for chips from companies like Nvidia and AMD.

Taiwan Semiconductor Manufacturing Company (TSMC) has officially started construction on a new advanced packaging facility in Kaohsiung, located at the Baipu Industrial Park. The site is part of a larger strategy to address the global shortage of advanced packaging services. The company expects the facility to be operational by the end of 2029.

Advanced packaging is the process that connects chips to circuit boards, allowing them to function together as a single, powerful AI processor. Right now, this step is the main bottleneck for producing high-performance AI hardware. High-end chips from companies like Nvidia, Advanced Micro Devices (AMD), and Broadcom rely on TSMC’s specialized packaging methods to meet the intense demand from tech firms building AI infrastructure.

The new hub will feature a technology laboratory and a specialized training center. By integrating these services, TSMC wants to speed up the transition of new designs from lab research to mass production. The site is also expected to help local materials suppliers test their products directly within TSMC's manufacturing environment, creating a tighter and more efficient production ecosystem in southern Taiwan.

A common challenge for large semiconductor plants is high energy consumption. To address this, the local government has completed power assessments for the region through 2035. While the operational target is still a few years away, this infrastructure planning is designed to reduce the risk of power outages that could otherwise disrupt production schedules.

For investors, this project highlights the long-term capital spending cycle currently underway in the semiconductor industry. While the 2029 launch date means the facility will not impact short-term revenue, it signals that TSMC is preparing for sustained, multi-year demand for AI silicon. The key monitorable for the company will be its ability to manage construction timelines and costs, while balancing the massive energy requirements needed to maintain its market-leading position in chip manufacturing.
