Developers who were monetizing their apps before December 31, 2025, must complete this verification process by August 31, 2026. Failure to finish the paperwork by this date threatens to pause sales outside India, effectively cutting off a significant revenue stream for many businesses. While there is market discussion regarding a potential extension of this date to mid-September, developers are currently facing pressure to finish the requirements immediately.
The Compliance Hurdle
Google has partnered with payment aggregator BillDesk to handle this verification. However, developers have reported significant delays and operational friction. The documentation required is extensive, including PAN details, official incorporation papers, tax returns, and detailed breakdowns of equity and director information. For smaller developers or individual creators who may operate without formal business structures, these requirements create a heavy administrative burden.
This process is part of a broader push by the RBI to regulate how money enters India from abroad. By mandating that payment aggregators perform strict due diligence, regulators are attempting to ensure compliance with anti-money laundering and foreign exchange norms. While these rules provide long-term stability for the digital payments ecosystem, they currently present a short-term bottleneck for thousands of tech businesses.

For the Indian developer ecosystem, the stakes are high. In 2025, Indian app publishers generated approximately ₹690 crore from overseas consumers via the Google Play platform, which is more than double the revenue they earned from the domestic market.
