India's logistics sector is experiencing a significant transformation with the widespread adoption of SIM-based tracking systems. These systems utilize machine-to-machine (M2M) SIMs and embedded eSIMs, moving beyond traditional GPS or app-dependent solutions. This technological evolution is primarily driven by a convergence of regulatory frameworks.
Firstly, automotive safety mandates like the Central Motor Vehicles Rules and Automotive Industry Standards (AIS-140) require Vehicle Location Tracking Devices (VLTDs) and emergency buttons in specified public service vehicles. Secondly, the upcoming Telecom Act 2023 and existing Department of Telecommunications (DoT) guidelines govern the use of M2M SIMs and eSIMs, ensuring secure, enterprise-level connectivity that is traceable and auditable. Finally, data governance obligations under the Information Technology Act, 2000, and the soon-to-be-enforced Digital Personal Data Protection Act, 2023 (DPDP Act), ensure privacy and accountability in handling location data.
SIM-based tracking offers several advantages. It provides compliance assurance by creating a verifiable audit trail linked to enterprise subscribers, reducing risks associated with consumer SIMs. Operationally, it ensures continuity of service through multi-network roaming and SMS fallback, even in low-coverage areas. Furthermore, these systems can be configured to uphold privacy standards, limiting tracking to duty hours and defining data retention periods, aligning with privacy-by-design principles.
Impact: This transition is expected to enhance operational efficiency, safety, and regulatory compliance within the Indian logistics sector.
