SEBI Launches AI and Rural Literacy Drive to Combat Financial Fraud

SEBI is deploying AI-driven voice campaigns and rural training programs to boost investor awareness in FY26. These initiatives aim to protect retail investors from rising digital fraud by promoting verification tools like 'SEBI Check'. The regulator is collaborating with the Ministry of Panchayati Raj to reach grassroots populations and improve financial literacy across India.

The Securities and Exchange Board of India (SEBI) has intensified its investor education efforts in fiscal year 2026, utilizing a mix of advanced artificial intelligence and grassroots outreach programs. This strategy is designed to combat the rising instances of financial fraud and improve the quality of participation in the securities market by equipping investors with better verification tools.

AI-Powered Engagement and Verification

Central to this digital push is a multilingual AI-driven calling campaign launched in February 2026. Developed in partnership with the generative AI firm Sarvam, this initiative aims to educate investors on how to identify legitimate intermediaries and secure their transactions. The campaign promotes the use of the 'SEBI Check' tool and validated UPI handles, features introduced in October 2025 that allow investors to verify the registration status of entities before transferring funds.

The pilot program reached approximately 3.6 lakh investors using AI-generated voice calls in eight languages, including English, Hindi, and various regional languages. This approach helps the regulator communicate directly with investors in their preferred language, addressing concerns about impersonation and fraudulent investment schemes.

Expanding Grassroots Literacy

Recognizing the need to penetrate beyond urban centers, SEBI has expanded its rural outreach through a collaboration with the Ministry of Panchayati Raj. This program utilizes a 'Train-the-Trainer' model, where local block-level and gram panchayat representatives are trained to become resource persons. These representatives are then equipped to conduct financial literacy sessions within their own villages.

The training covers essential topics such as personal finance management, understanding how regulated markets work, and recognizing red flags associated with Ponzi schemes and cyber fraud. Pilot programs have already been conducted in states including Maharashtra, Chhattisgarh, Tripura, Uttarakhand, and Gujarat, aiming to create a sustainable network of financial awareness at the village level.

Managing Risks in Investor Education

While these initiatives aim to protect investors, the regulator is also managing risks within the educational content itself. To prevent the misuse of market price data in awareness materials—which could inadvertently mislead retail investors—SEBI implemented a new rule in July 2026 requiring a 30-day lag for any market price data used in educational publications.

Despite these efforts, retail investors remain vulnerable to digital fraud, sophisticated impersonation, and misleading investment advice circulating on social media platforms. The success of these initiatives will depend on the continued adoption of verification tools and the ability to scale these programs effectively across India's diverse linguistic and geographic landscape. Investors should continue to rely only on official verification tools provided by the regulator rather than unverified tips from social media or unofficial channels.
