SEBI Deploys AI-Powered 'Project SUDARSAN' to Curb Finfluencer Fraud

The Securities and Exchange Board of India (SEBI) has launched an AI-powered surveillance system named 'Project SUDARSAN' to monitor social media for misleading financial content. The tool has already identified over 20,000 instances of potential fraud, addressing the risks faced by 62% of investors who rely on finfluencers. This move strengthens regulatory control over unauthorized investment advice and deceptive schemes that promise guaranteed returns.

The Securities and Exchange Board of India (SEBI) has taken a significant step toward safeguarding retail investors by deploying an advanced artificial intelligence platform, Project SUDARSAN. This initiative, which became operational in late 2025, is designed to proactively monitor social media platforms for fraudulent investment advice and misleading content, a move aimed at enhancing market integrity as more individuals turn to online channels for financial guidance.

Targeting Misleading Financial Content

The reliance on financial influencers, or 'finfluencers,' has surged, with recent data showing that 62% of investors base their financial decisions on content found online. While some influencers provide education, others often spread misinformation, promote unregistered schemes, or promise unrealistic guaranteed returns. Project SUDARSAN—which stands for Surveillance of Unauthorised Digital Activity via Real-time Scanner for Anti-fraud—is built to handle this challenge using multimodal artificial intelligence. Unlike basic keyword-based monitoring, this system can analyze images, videos, audio, and text simultaneously. Crucially, it can also process content in various regional Indian languages, allowing the regulator to cast a wider net over the digital landscape.

Since its launch, the impact of the system has been notable, with SEBI reporting that over 20,000 instances of fraudulent or misleading posts have been identified. By automating the detection of these signals, SEBI aims to move faster in flagging deceptive practices, such as the impersonation of regulated entities or the circulation of fake profit screenshots, before they can cause widespread financial loss to the public.

Strengthening the Surveillance Ecosystem

Project SUDARSAN is part of a broader technological shift within SEBI’s surveillance framework. The regulator is simultaneously using another tool, R(AI)DAR, which assists asset management companies and other market participants in ensuring that their advertisements and investor education materials remain compliant with regulatory standards. Beyond AI tools, SEBI has also introduced an API-based framework that integrates with social media platforms. This requires that only registered intermediaries can run advertisements related to the securities market, effectively blocking unregistered actors from using paid promotions to reach unsuspecting investors.

For investors, these technological advancements provide a stronger shield against fraud, but they do not replace the need for personal caution. Investors are encouraged to remain vigilant by verifying the credentials of any person or entity offering investment advice. Utilizing resources like 'SEBI Check' and ensuring that all transactions are made through validated, official channels remains the most effective way to distinguish between genuine guidance and deceptive online marketing.
