Mutual Funds Expand Smallcap Stakes; Jio Platforms IPO Opens Oct 21

Indian mutual funds have increased their smallcap portfolios, now holding stakes in 815 companies. Simultaneously, the primary market is set to revive with the ₹30,213 crore Jio Platforms IPO opening on October 21. Investors should also monitor stricter regulatory compliance at GIFT City following recent IFSCA enforcement actions.

Asset managers are actively increasing their footprint in the smallcap sector. Data indicates that mutual funds now hold stakes worth over ₹10 crore in 815 companies as of September 2026, up from 803 in December 2025. The average ownership stake has also risen to 9.75 per cent from 9.45 per cent. This trend suggests that fund managers are finding more opportunities in smaller firms, supported by steady capital inflows into thematic and smallcap-oriented investment schemes.

The primary market is preparing for a busy week, ending a short period of inactivity. The headline event is the public offering from Jio Platforms, which aims to raise ₹30,213 crore. Alongside this, Paras Healthcare is also launching its offering. These listings will test market appetite for new equity. Ahead of the October 21 opening, unofficial grey market data suggests a premium of approximately 22 per cent for Jio Platforms and 14 per cent for Paras Healthcare. Both companies are expected to list on public exchanges by October 28, and subscription numbers will be a key indicator of current retail and institutional demand.

While market activity picks up, firms operating out of the International Financial Services Centre (GIFT City) face stricter regulatory scrutiny. The International Financial Services Centres Authority (IFSCA) has recently intensified enforcement to ensure operational compliance. In recent actions, Emkay Global Financial Services IFSC was penalized with a ₹1 lakh fine for failing to maintain a resident principal officer. Other entities, including Vels Aviation Services IFSC and Ozeevo Shipping IFSC, received formal warnings due to issues like lack of on-site personnel or expired documentation. While Ozeevo Shipping has since addressed its lapses, these interventions show that the regulator is prioritizing operational integrity.

For investors, these developments highlight two distinct areas to monitor. In the equity market, the performance of the upcoming IPOs will provide a sense of overall risk appetite. In the regulatory space, firms within the GIFT City framework may face higher compliance costs or operational scrutiny as the IFSCA continues its oversight. Investors should keep a close watch on IPO subscription trends and any further regulatory updates from the IFSC.
