The Income Tax Department is preparing to launch 'Project Insight 2.0' on January 27, 2028. This new initiative aims to use advanced artificial intelligence to speed up the income tax refund process for millions of taxpayers. LTIMindtree is the company behind this digital transformation, having secured a ₹3,000 crore contract to develop and manage this infrastructure over the next seven years.

Addressing Rising Refund Delays

The need for this new system comes after a noticeable increase in the time taken to process refunds. According to official data from FY26, the average wait time for tax refunds reached 35 days, a jump from 24 days in FY24. Furthermore, the number of refunds delayed beyond the standard 90-day period nearly doubled, hitting 27 lakh in FY26 compared to 12.73 lakh in FY24.

These delays were largely caused by systemic holds. Common issues included unvalidated bank accounts, tax demands that needed adjustment, or discrepancies in PAN and Aadhaar linking. The current system often flags these cases for manual review, which slows down the process significantly.

How the AI System Works

Project Insight 2.0 is designed to use AI-driven risk scoring to solve this. Instead of treating all flagged cases the same, the new system will differentiate between low-risk and high-risk filings. This allows the tax department to fast-track genuine, low-risk refunds while focusing manual verification on suspicious or complex cases. The system will use predictive models to learn from historical compliance data, meaning it can become more accurate over time.

Risks and Investor Monitorables

While this project provides LTIMindtree with long-term revenue visibility, there are business and technical risks that investors often track in large government digital contracts.

First is the risk of execution. Implementing a system of this scale, which touches the financial data of millions of taxpayers, requires high-level technical precision. Any delays or glitches in the rollout could impact project timelines and the company's reputation.

Second, the use of AI in public administration brings challenges related to data privacy and security. The system will manage sensitive financial information, making data protection a critical priority. There is also the potential for algorithmic bias, where automated systems might incorrectly flag genuine taxpayers, requiring adjustments to the software.

For investors, the key things to watch will be the project's progress reports and the company's ability to maintain profit margins on this ₹3,000 crore mandate. The success of Project Insight 2.0 will depend on how effectively it balances security with the speed of processing refunds, which remains the primary goal of the Finance Ministry.
