The commission explained that the demolition of illegal residential units between 2022 and 2023 meant many residents no longer met the criteria for ordinary residence at that specific location. Under standard electoral protocols, Booth Level Officers moved these entries to the ASDD list, which classifies voters as Absent, Shifted, Dead, or Duplicate. The ECI emphasized that the action was carried out under the consensus of its commissioners, maintaining that residency status is the fundamental requirement for electoral eligibility.
Addressing concerns about internal governance, the commission stated that recent administrative communications among its members pertained to personnel matters and were not related to the technical or policy-based decisions of the roll revision. It reiterated that the process is designed to maintain the accuracy of the voter list based on current local data and standard regulatory guidelines.
For citizens affected by these changes, the ECI has opened a time-bound window to ensure their inclusion in the upcoming electoral cycle. Eligible individuals can submit applications for new enrolment or residential updates until September 30, 2026. The final electoral roll is scheduled for publication on November 4.
