Cabinet Clears ₹5,070 Crore PM Surya Sarovar Floating Solar Plan

The government has approved the ₹5,070 crore Pradhan Mantri Surya Sarovar Yojana to add 5,000 MW of floating solar capacity. This initiative aims to utilize water bodies for energy generation, potentially reducing land acquisition challenges for solar developers. The plan also mandates 10,000 MWh of energy storage to help states balance electricity demand.

The Union Cabinet has officially sanctioned the Pradhan Mantri Surya Sarovar Yojana, a specialized renewable energy scheme with an outlay of ₹5,070 crore. The primary objective is to scale up India’s floating solar power capacity by 5,000 megawatts over the next five years. This rollout is significant as it aims to expand the nation's floating solar footprint by roughly seven times from the current estimated base of 700 MW.

Strategic Shift to Floating Solar

Floating solar technology, which involves installing solar panels on large water bodies like reservoirs, irrigation canals, and industrial ponds, offers a distinct advantage for developers facing land scarcity. By utilizing existing water surfaces, companies can bypass the lengthy and often costly process of acquiring large tracts of land. Additionally, the cooling effect of the water surface is known to improve the efficiency of solar panels, while the panels themselves act as a cover that reduces water evaporation, aiding conservation efforts for irrigation and local water supplies.

Under this new scheme, the government will provide financial support of up to ₹1 crore for every megawatt installed. A notable addition to the policy is the requirement for 10,000 megawatt-hours of integrated energy storage systems. By pairing solar generation with storage, the government aims to provide states with a more stable power supply that can better handle peak electricity demand periods, which has been a traditional challenge for renewable energy sources.

Impact on Energy Developers and Execution

Projects under this scheme will be awarded through a tariff-based competitive bidding process. This structure is intended to ensure transparency and cost-efficiency. For investors, the success of these projects will depend heavily on the execution capabilities of renewable energy firms and their ability to navigate technical challenges associated with floating installations, such as corrosion resistance and structural durability in water-based environments.
