India’s push to become a global data centre hub is seeing massive investment, but projects are struggling with intense power demands and water scarcity. Recent local protests and grid connectivity gaps are creating risks of project delays and rising operational costs, complicating the outlook for developers and investors.
India is rapidly positioning itself as a central hub for global digital infrastructure, with projections suggesting the data centre sector could attract between $94 billion and $126 billion in investments. While companies like Google, Amazon, and Microsoft are pouring capital into new facilities to meet the rising demand for artificial intelligence and cloud computing, the sector is increasingly bumping against the reality of India’s limited natural resources.
The most significant challenge currently is power. Data centres operate 24/7 and require massive, uninterrupted electricity loads. Official projections indicate that the power demand from this sector is set to hit 26.3 GW by 2031-32, a figure that has more than doubled from earlier estimates. However, connecting these massive loads to the grid is proving difficult. As of August 2026, roughly 9.3 GW of this projected demand remains unconnected to the national grid. This shortfall creates a dual problem: developers must either face significant delays while waiting for grid expansion or invest in expensive, alternative power sources to ensure operations remain stable, both of which can put pressure on profit margins.
Water Scarcity and Local Community Opposition
Beyond power, water consumption has become a flashpoint for local communities. Cooling modern, high-density data centres requires millions of litres of water. Research indicates that more than half of India's current data centre capacity is located in regions already facing high or extremely high baseline water stress.
This geography is now driving public pushback. Recent organized protests in cities like Visakhapatnam, involving sites linked to major players like Google and Adani, and in Thane, near Amazon-linked projects, highlight the tension between digital growth and local resource security. When data centre projects compete directly with agriculture and local municipal water needs, they become politically contentious. For investors, this is not just a social concern; it is a financial risk. Local activism frequently leads to project stalls, litigation, or regulatory hurdles that can delay the commissioning of facilities and damage the return on investment.
Regulatory Context and Operational Risks
Unlike traditional industrial plants, data centres are not currently subject to mandatory, separate environmental clearance under the Environment Impact Assessment Notification, 2006, though they must still adhere to general building and infrastructure regulations. This regulatory gap means that the burden of managing environmental impact often falls on the developers themselves, making voluntary compliance and transparent resource planning critical.
While the government classifies data centres as strategic infrastructure, the risk of 'NIMBY' (Not In My Backyard) activism and resource depletion remains material. Moving forward, investors should track how companies manage these resource dependencies. The ability of developers to secure reliable, sustainable power without relying solely on the grid, and their success in implementing water-efficient cooling technologies, will be key indicators of a project’s long-term commercial viability. The ultimate success of India’s data centre expansion will depend on balancing the 'dollar deluge' of foreign investment with the verifiable, sustainable availability of water and power.
