The Enforcement Directorate (ED) is increasing efforts to shield homebuyers and witnesses involved in a Gurugram real estate fraud case. The agency has formally asked police in Haryana, Rajasthan, and Delhi to provide security, alleging that Swaraj Singh Yadav, the promoter of Ocean Seven Buildtech Pvt Ltd, is directing threats and intimidation.
Allegations of Witness Intimidation Emerge
Yadav, who was arrested in November 2025 on money laundering charges for allegedly defrauding buyers of affordable housing projects, faces accusations of using coercive methods against individuals providing statements to the ED. During a bail hearing on May 18, victims reported experiencing threats and intimidation. One account described a man recording victims outside the courthouse, while others, including an Army officer and a senior citizen, claimed threats were made on Yadav's orders. Some victims also alleged that "false" First Information Reports (FIRs) were being filed against them in Rajasthan, suggesting Yadav and his associates operated like a "mafia."
Court Mandates Protective Measures
The ED's lead investigator confirmed receiving ten complaints of threats aimed at victims and homebuyers, allegedly instigated by Yadav. The agency also noted that prosecution witnesses were reportedly contacted on behalf of Yadav, pressured to withdraw their statements. A designated court in Delhi, acknowledging the "palpable and bonafide apprehension to their life and liberty" expressed by numerous victims, ordered the Deputy Commissioner of Police (DCP) of New Delhi to implement protective measures while formal witness protection arrangements are established.
Inter-State Police Coordination Underway
In compliance with the court's directive, the ED has begun coordinating with relevant authorities. The agency informed the DCP of Delhi Police about the identities of victims and witnesses needing protection. Similar notifications were sent to the Gurugram Police Commissioner and its Economic Offences Wing (EOW) in Haryana, detailing the court order and the reported threats. The ED also contacted the Inspector General of Police in Jaipur, Rajasthan, concerning the alleged false FIRs being filed against victims. Additionally, the agency has alerted the Haryana Directorate of Town and Country Planning (DTCP) about the purported financial misappropriation by Ocean Seven Buildtech and Yadav, requesting action against the company and its promoter.
The court emphasized the critical need for public trust in the justice system, stating that individuals assisting legal processes must feel secure. "Any endeavor to terrorize, silence or overawe victims and witnesses strikes at the very heart of the administration of criminal justice," the court stated, stressing that judicial proceedings should not be compromised by fear or retaliation. The ED has previously identified Yadav as a "key" decision-maker central to orchestrating the "fraudulent" scheme and misdirecting homebuyers' funds.
