Dhuleva Group, a private real estate firm, has announced a Rs 1,000 crore luxury residential project near Marine Lines in South Mumbai. The venture will be executed through cluster redevelopment, a strategy increasingly used by developers to access prime, land-starved urban areas.

Dhuleva Group has secured development rights for a two-acre land parcel located near Marine Lines in South Mumbai. The private real estate developer plans to convert this site into a luxury residential project with an estimated gross development value of Rs 1,000 crore. The total development potential spans 1 million square feet, which will include new luxury units alongside the rehabilitation of over 270 existing residents currently living on the site.

Accessing Land Through Cluster Redevelopment

Because Dhuleva Group is a private, unlisted entity, its shares are not available for trading on the NSE or BSE. However, the project offers a clear look at the strategy currently shaping the Mumbai real estate market. With vacant land becoming extremely rare in South Mumbai, developers are shifting their focus toward cluster redevelopment. This involves consolidating multiple dilapidated buildings into a single, larger parcel.

This specific project will be developed under Regulation 33(9) of the Development Control and Promotion Regulations (DCPR) 2034. This regulation encourages the consolidation of small, aging properties, allowing developers to unlock higher Floor Space Index (FSI). By combining these land pieces, developers can create larger floor plates, which are necessary to build modern luxury towers that meet current market standards.

Execution and Market Realities

While this model allows developers to bypass the difficulties of finding and buying large greenfield plots, it introduces different types of challenges. The success of such a venture depends heavily on the timely rehabilitation of existing residents, securing complex government approvals, and managing construction over a multi-year timeline. The project is currently in the planning phase, with construction expected to start in the first quarter of 2027. Following the groundbreaking, the developer has projected a four-year delivery timeline.

For the broader real estate sector, this project highlights the premium pricing power that comes with South Mumbai assets. As large, established developers and private firms alike pivot to these urban renewal contracts, the focus for the market remains on how well these players can manage execution risks. Investors and market watchers often monitor the progress of such large-scale redevelopment projects as they signal the health of the luxury segment and the pace of urban infrastructure renewal in major Indian cities.
