The Bihar government has launched 'Sabka Samman, Jeevan Aasan,' a doorstep service for property registration for citizens aged 75 and above. By deploying mobile units for digital verification, the initiative aims to reduce the burden on elderly residents and minimize reliance on middlemen. The program is currently active in 10 registration offices and will gradually expand across all districts in the state.

The Bihar government has introduced a doorstep property registration service, 'Sabka Samman, Jeevan Aasan,' designed specifically for residents aged 75 and older. This initiative allows senior citizens to complete the registration process for their land, flats, or plots without needing to visit local registration offices. By bringing services directly to the applicant's residence, the state aims to remove the physical and administrative hurdles often involved in real estate transactions.

Digital Process and Mobile Units

To manage this, the government has deployed Mobile Registration Units equipped with essential digital infrastructure, including laptops, biometric scanners, webcams, and digital signature devices. The process requires eligible applicants to book an appointment through the state's official e-registration portal. After verifying the applicant's age and identity, the mobile team completes the registration process on-site. Once finalized, the property deed is provided as a secure digital file sent directly to the applicant's mobile number. This digital shift also includes an automated calculation system for stamp duty and registration charges, which helps ensure that costs are clearly determined and reduces the scope for errors or arbitrary fees.

A major objective of this service is to address the historical influence of middlemen in the property registration process.
