Reserve Bank of India (RBI) Governor Sanjay Malhotra has issued a fresh cautionary note to the banking sector, warning that prolonged periods of financial stability should not lead to complacency. Speaking at the 5th Kautilya Economic Conclave in New Delhi on October 3, 2026, the Governor highlighted that while India’s financial system is currently resilient with healthy balance sheets, the risk of reckless lending and high leverage often rises when memories of past financial crises fade.

The Governor identified five specific global financial risks that warrant caution: elevated global debt levels, stressed asset valuations—particularly in artificial intelligence-related sectors—high leverage, risks within private credit, and the growing threat of cyber attacks. He emphasized that financial stress can build quickly and often requires a long, painful cleanup process, citing the significant time needed to resolve previous bad loan cycles in India.

This communication aligns with the central bank’s ongoing regulatory tightening. Notably, the RBI has implemented new norms effective October 1, 2026, which restrict lenders from selling acquired stressed assets back to defaulting borrowers or related parties. This move is designed to prevent 'evergreening' of loans—a practice where banks might try to hide bad assets by rolling them over or shuffling them through complex structures. By tightening these rules, the regulator aims to ensure that banks maintain high standards in loan recovery and asset quality management.
