This delay in the Rs 14,400 crore project highlights ongoing challenges with technical approvals. Kinet Railway Solutions, the joint venture involving Rail Vikas Nigam Ltd (RVNL), has officially pushed the expected delivery date for the prototype of the Vande Bharat sleeper train to March 2027. This extension marks another delay for the high-profile project, which was originally slated for an earlier rollout. The delay affects the broader Rs 14,400 crore contract, which includes the manufacturing and long-term maintenance of 120 trainsets.

Technical Hurdles and Approval Issues

The project delay stems from difficulties in finalizing critical technical specifications. Railway authorities have flagged multiple design issues that require resolution before production can proceed. These technical observations focus on essential components, including braking systems, traction motors, and the design of internal configurations like mini-pantry cars, berths, and ladders.

While the joint venture—comprising Russia’s Transmashholding (TMH) with a 70% stake, RVNL with 25%, and Locomotive Electronic Systems with 5%—has secured preliminary design approvals, the inability to clear these final technical hurdles has stopped the manufacturing of the first 16-coach prototype. Indian Railways has taken a firm stance on the matter, indicating that further leniency regarding technical requirements or delivery timelines is unlikely.

Financial Risk and Project Impact

For investors, the primary concern lies in the financial and contractual implications of these delays. The agreement includes clauses for penalties, and any failure to meet the revised March 2027 deadline exposes the joint venture to potential financial charges. As Indian Railways monitors the situation closely, there is also the risk of reputational impact for the participating companies regarding their execution capabilities on large-scale infrastructure orders.

This project is a strategic move for the Vande Bharat platform, aimed at entering the long-distance overnight travel segment, which is a major revenue opportunity for Indian Railways. Given the scale of the order—totalling 1,920 coaches—the delay in the prototype phase creates uncertainty around the delivery schedule for the entire fleet.
