UP ATS Arrests 4 in Lucknow Over Pakistan-Linked Terror Plot

The Uttar Pradesh Anti-Terrorism Squad has apprehended four individuals in Lucknow for allegedly plotting to target security officials. Acting on orders from a Pakistan-based operative, the group sought to record attacks for financial reward. The operation highlights the state's active surveillance of cross-border infiltration, with ongoing investigations focusing on local facilitators and digital recruitment channels.

On October 30, 2026, the Uttar Pradesh Anti-Terrorism Squad (ATS) conducted an operation in Lucknow, arresting three men and taking one juvenile into custody. The individuals, identified by authorities as Gagandeep Singh, Rajat Kumar, and Krish, were intercepted following intelligence reports that linked them to a plot targeting military or police officials. The group had traveled from Amritsar to Lucknow via Delhi to execute the plan.

Operational Interception and Evidence

Investigators revealed that the suspects were allegedly acting under the direction of an operative identified as 'Rana Bhai,' who is reportedly associated with the Shahzad Bhatti Network. The explicit objective given to the group was to carry out a targeted killing and record the act as proof of work to claim a bounty of Rs 3 lakh. During the arrests, security forces recovered a foreign-made pistol along with 20 cartridges. Digital forensic analysis has provided investigators with reconnaissance footage and logs of communications conducted through encrypted platforms, including WhatsApp and Instagram. Authorities noted that one of the suspects, Gagandeep Singh, has a prior record involving the Arms Act in Punjab, which suggests a history of involvement in illicit activities.

Digital Recruitment and Security Implications

The reliance on encrypted digital platforms for recruitment and operational coordination remains a critical area of focus for Indian security agencies. The 'Rana Bhai' operative reportedly facilitated travel expenses through small digital transfers, a tactic used to maintain low visibility and avoid scrutiny from financial monitoring systems. For the broader business environment, the stability of a region is a foundational factor for investor confidence, particularly as states like Uttar Pradesh continue to attract large-scale industrial projects. The ATS, by actively tracking and neutralizing such threats, plays a role in maintaining the security climate required for sustained economic development.

Next Steps in the Investigation

The investigation has now shifted toward mapping the broader financial network and identifying domestic enablers who provided logistical support and shelter to the group in Lucknow. State officials are also working to determine the extent of cross-border infiltration and how such localized attacks are coordinated by foreign networks. The ATS is expected to provide further updates as the inquiry into the suspects' local contacts and funding channels progresses.
