Tamil Nadu Shuffles DVAC Chief After Judicial Observations

Tamil Nadu has replaced A Arun as the Director of Vigilance and Anti-Corruption (DVAC) after a tenure of less than two months. The government appointed C Mageshwari to lead the anti-corruption agency following judicial scrutiny regarding the previous appointment's credibility.

The Tamil Nadu government has transferred A Arun from his position as the Director of the Directorate of Vigilance and Anti-Corruption (DVAC). This change comes shortly after his appointment in late May, marking a brief tenure of less than two months. Senior officer C Mageshwari has been appointed to the role with full additional charge to lead the agency.

Background of the Appointment

A Arun, an Additional Director General of Police-rank officer, previously served as the Commissioner of Chennai city police before his move to the DVAC. His initial selection for the state's top anti-corruption role had faced public and political criticism during the recent election campaign, where his impartiality was questioned by opposing political groups.

Judicial Observations on Agency Credibility

The leadership change follows observations made by the Madras High Court regarding the appointment. During proceedings, the court highlighted the essential nature of the DVAC, which is tasked with investigating corruption cases within the state administration. The court emphasized that the head of such an agency must hold a position of unimpeachable reputation, using the phrase that the official should be beyond suspicion to maintain public trust.

The court’s remarks centered on the historical expectation that DVAC chiefs are selected based on exceptional integrity and a clean career record, free from previous allegations. This judicial focus on the agency's independence and the background of its leadership played a significant role in the scrutiny surrounding the tenure of the outgoing director.

Following his removal from the DVAC, A Arun has been reassigned to serve as the Director of the Police Academy in Chennai. As the state administration proceeds with this leadership change, the focus for observers remains on how the new leadership under C Mageshwari will address ongoing investigations and manage the credibility of the anti-corruption watchdog.
