The government has launched the Tribhuvan Sahkari University to professionalize India’s 8.5 lakh cooperatives. The initiative targets training 20 lakh professionals over five years to improve operational efficiency and governance. This move aims to modernize the cooperative sector, aligning it with the National Cooperation Policy, 2025.
The Ministry of Cooperation has officially initiated the establishment of the Tribhuvan Sahkari University (TSU), marking a strategic effort to overhaul the professional standards within India’s massive cooperative network. With over 8.5 lakh cooperatives currently operating across the country, the government is shifting its focus toward building a specialized talent pool capable of driving modern management, technological adoption, and sustainable growth in the sector.
Scaling Cooperative Education and Training
TSU is designed to act as a centralized hub for cooperative education, integrating existing training facilities across India through a hub-and-spoke model. The Ministry’s framework aims to produce 20 lakh cooperative professionals within the next five years. To meet this target, the university intends to educate approximately 33,000 individuals every month. The curriculum will span from certificate courses to PhD programs, with a focus on practical application. This includes mandatory six-month work experience programs and the use of technology-based tools, such as cooperative simulation labs, to bridge the gap between classroom theory and real-world operations.
Technological and Policy Integration
The university’s operational strategy is heavily tied to the National Cooperation Policy, 2025. By integrating training analytics with the existing National Cooperative Database, the government aims to create a data-driven environment for policy decisions. The curriculum will incorporate modern modules such as Agri-Fintech, blockchain technology, and Environmental, Social, and Governance (ESG) standards. These efforts are aimed at making cooperative entities more competitive in a rapidly digitizing economy. Additionally, the university plans to launch a dedicated program for younger generations to foster leadership and promote cooperative business models as a viable career path.
Strategic Importance for the Cooperative Movement
For the Indian economy, the success of this initiative depends on the effective execution of its training programs and the ability of cooperatives to absorb these skilled professionals. Historically, the cooperative sector has struggled with professional management and modernization compared to private corporate entities. By aligning cooperative job roles with the National Skills Qualification Framework, TSU aims to standardize professional requirements across the country. The effectiveness of this university will be measured by how well it can help cooperatives improve their financial performance, operational transparency, and governance standards in the coming years. Investors and stakeholders in rural and agricultural-linked businesses will be monitoring whether this professionalization leads to better credit discipline and sustainable business growth within the cooperative banking and agricultural supply chain sectors.
