Income Tax Dept to Launch Online System for Lower TDS Certificates

The Income Tax Department is developing an online system for lower or nil Tax Deducted at Source (TDS) applications. This 2026-27 Budget initiative aims to reduce paperwork and improve liquidity for taxpayers by automating approvals using existing portal data.

The Income Tax Department is preparing to launch a fully digital system for taxpayers to apply for lower or nil Tax Deducted at Source (TDS) certificates. This move, part of the 2026-27 Budget provisions, aims to move away from the traditional, paper-heavy application process. Minister of State for Finance, Pankaj Chaudhary, confirmed that the government is currently drafting the rules to implement this digital upgrade.

Simplifying Tax Compliance

The primary goal of this new initiative is to reduce the compliance burden for taxpayers, including businesses and individuals. Currently, when tax is deducted at source, the amount is often based on standard rates. If a taxpayer's actual final tax liability is expected to be lower, they must apply for a certificate that allows them to pay less or no TDS. This process has historically involved significant manual paperwork and physical visits to tax offices. By moving this to an online portal, the department expects to make the process faster and more transparent.

Impact on Cash Flow and Liquidity

For investors and business owners, the key benefit of this change is improved cash management. Excess TDS deductions effectively lock up a company's or individual's cash until they can claim a refund after filing their annual tax returns. By allowing taxpayers to obtain lower or nil TDS certificates online more quickly, the new system helps keep more cash available for operations. This is particularly relevant for smaller enterprises that rely on smooth cash flow to manage daily expenses. The system is designed to use pre-filled data already available on the income-tax portal—such as Annual Information Statements (AIS), Taxpayer Information Summaries (TIS), and Form 26AS—to verify eligibility and process these applications electronically.

Ongoing Administrative Reforms

This update is part of a broader push by the department to digitize and speed up tax-related administrative tasks. In his update to Parliament, Chaudhary also noted improvements in administrative performance. For the 2025-26 fiscal year, the department resolved 2.24 lakh appeals, showing progress compared to earlier periods. While the department works on the specific rules for the online TDS application system, the next steps for taxpayers will involve waiting for the official notification of these rules. The effectiveness of the new system will ultimately depend on the speed of implementation and the accuracy of the automated processing of these certificate requests.
