Election Commission Suspends Pilibhit Officials Over Voter Roll Irregularities

The Election Commission of India has suspended two Electoral Registration Officers in Pilibhit, Uttar Pradesh, following the discovery of over 10,000 irregular voter entries. Investigations revealed that an operator manipulated the ECINET portal to approve applications without supporting documents. The Commission has ordered a statewide audit of voter registration security and the deactivation of temporary login credentials to ensure data integrity.

The Election Commission of India has taken firm disciplinary action against administrative officials in Uttar Pradesh following a significant security breach in the voter registration process. Electoral Registration Officers (EROs) Mayank Goswami and Hemant Chaudhary were suspended on October 31, 2026, after an internal investigation uncovered major discrepancies in the electoral rolls of the 127-Pilibhit Assembly constituency.

ECINET Portal Manipulation and Accountability

The probe found that 10,470 voter entries were approved between May 31 and August 29, 2026, without any supporting documentation. The irregular activity stemmed from the unauthorized use of ECINET portal login credentials assigned to computer assistants. According to the investigation, an outsourced operator processed 13,779 Form-8 applications during this period without verifying the necessary paperwork. This breach raises questions about the oversight of temporary staff handling sensitive database operations.

Following the identification of these lapses, the Commission mandated the inclusion of Section 198 of the Bharatiya Nyaya Sanhita, 2023, into the existing First Information Report (FIR) against the two suspended officers and the computer operator, Anil Kumar. The Commission has further directed that the charged individuals cannot be reinstated to any position without direct clearance, emphasizing a strict approach to administrative accountability in the region.

Statewide Security Audit and Remediation

In response to the Pilibhit incident, Uttar Pradesh Chief Electoral Officer Navdeep Rinwa has initiated a comprehensive statewide audit to strengthen voter registration security. District officials across all Assembly constituencies have been ordered to deactivate all computer assistant login IDs associated with registration centers to prevent further illicit database modifications.

Beyond technical deactivations, authorities are now conducting a physical verification of all recent voter entries across the state. This move aims to ensure the integrity of the voter database and mitigate risks associated with potential administrative or political irregularities. For those observing the broader regulatory environment, this development highlights the Election Commission’s focus on tightening governance protocols and ensuring that outsourced digital administrative tasks are subject to rigorous oversight. The immediate next steps include the completion of the physical verification process and the ongoing legal proceedings against the involved individuals.
