Leaders from Dow, PepsiCo India, and IIT Delhi recently discussed critical infrastructure gaps limiting India's transition to a circular plastics economy. Experts identified the high cost of recycling compared to virgin plastics and inconsistent enforcement of waste policies as major hurdles to scaling beyond pilot projects.

Industry and academic experts are calling for a structural overhaul in India’s approach to plastic waste management. Representatives from Dow, PepsiCo India, and IIT Delhi recently emphasized that current recycling efforts in the country remain stuck in small-scale pilot phases, struggling to reach the industrial levels required to address the growing volume of plastic waste.

While India has established frameworks like Extended Producer Responsibility (EPR) to track plastic waste, panel discussions highlighted that the system suffers from fragmented collection and sorting infrastructure. Without modernized automated sorting facilities and reliable waste collection systems, many recycling plants continue to face challenges in accessing high-quality plastic feedstock, which is essential for efficient operations.

A significant barrier identified by the experts is the economic competition between recycled plastic and virgin resin. Currently, recycled materials are often more expensive to produce than new plastic, making it difficult for companies to justify a complete switch without stronger economic incentives. The discussion pointed out that achieving true sustainability requires standardizing accounting mechanisms that factor in the environmental impact of using virgin plastic, effectively bridging the cost gap between recycled and new materials.

The group also examined the role of advanced recycling technologies, such as chemical recycling, which are necessary for handling complex, flexible packaging that traditional mechanical recycling cannot process. However, these solutions currently face limited private investment and a lack of clear regulatory approval pathways for industrial application. Furthermore, inconsistent policy enforcement across different Indian states creates compliance hurdles, as manufacturers often deal with varying regulatory requirements depending on the region.

The path forward, according to these experts, involves a shift toward monomaterial packaging designs that are easier to sort and recycle. Achieving long-term circularity by 2030 will require moving beyond isolated pilot projects to a coordinated ecosystem where government regulations, academic innovation, and private sector execution align to create a viable economic model for plastic waste management.
