AVGC Sector Expansion
Budget 2026-27 signals a substantial commitment to India's burgeoning Animation, Visual Effects, Gaming, and Comics (AVGC) sector. The government anticipates a demand for approximately two million professionals by 2030, underscoring the urgency to scale educational and training infrastructure. To address this, the Finance Minister proposed bolstering the Indian Institute of Creative Technologies (IICT), Mumbai, by establishing nationwide AVGC Content Creator Labs. These labs will be set up across 15,000 secondary schools and 500 colleges, directly nurturing India's next-generation creator workforce.
Economic Survey Insights
The government's focus on the 'orange economy' aligns with recommendations from the Economic Survey 2025-26. The survey identified creativity-led sectors—encompassing culture, media, entertainment, and intellectual property—as potent drivers for employment, urban services, and tourism. It defines the 'orange economy' as activities where value is primarily derived from ideas, artistic expression, and cultural capital. However, the survey also cautioned that challenges such as insufficient venues and regulatory hurdles must be overcome for the sector to achieve its full potential.
Design and Emerging Technologies
Beyond AVGC, the budget emphasizes strengthening India's design capabilities with the establishment of a new National Institute of Design (NID) in eastern India. This initiative aims to enhance design education and stimulate regional development. Emerging technologies, particularly artificial intelligence (AI), are positioned as central to building citizen capacity and fostering inclusive growth. The government reiterated its commitment to key tech missions like the AI Mission and National Quantum Mission, recognizing their role in expanding the orange economy.
Agri-Tech and Skills
In a move to leverage technology for broader economic upliftment, the budget introduced 'Bharat-VISTAAR,' an AI-based multilingual platform designed to integrate agricultural resources and practices to improve farm productivity. Furthermore, a high-powered committee will assess the impact of AI and emerging technologies on jobs and skills, ensuring adaptive policy-making for the evolving employment landscape.
