The Punjab and Haryana High Court has issued a show-cause notice to Chief Secretary KAP Sinha for allegedly misleading the court regarding a Supreme Court appeal. The legal dispute involves approximately ₹14,191 crore in pending dearness allowance arrears for state employees. The Punjab and Haryana High Court has summoned Chief Secretary KAP Sinha, initiating a show-cause notice regarding potential criminal contempt proceedings. The legal bench, led by Chief Justice Ashwani Kumar Mishra and Justice Rohit Kapoor, took this action after finding that the state administration allegedly misled the court about the progress of its appeal in the Supreme Court concerning employee dearness allowance (DA) dues.

At the heart of the matter is the state government's failure to pay pending dearness allowance and dearness relief arrears to its employees and pensioners. The financial stakes are significant, with the arrears estimated at approximately ₹14,191 crore. The High Court had previously issued an order on August 3, 2026, mandating the disbursement of these payments. The court also restricted the state’s spending on non-essential items, such as advertisements, until these statutory arrears were settled.

The court's decision followed a direct inquiry into the status of the state's Special Leave Petition (SLP) in the Supreme Court. While an affidavit submitted by the Chief Secretary claimed that technical defects in the appeal had been rectified, a report from the Supreme Court Registry contradicted this, stating that the petition remained defective. This discrepancy led the High Court to accuse the administration of attempting to misrepresent facts, with the bench describing the government's legal strategy as an attempt to play "hide and seek" with the judiciary.

While this is primarily an administrative and legal matter, it highlights the fiscal pressures currently facing the Punjab state government.
