The Haryana Anti-Corruption Bureau has filed an FIR against retired senior IAS officer D. Suresh following allegations of irregularities in a land deal in Gurugram. The investigation pertains to the management of a 500-square-yard plot in Sector 23A of the city. The central allegation is that the property was transferred in 2019 at a valuation of Rs 6.71 lakh, which was allegedly much lower than the estimated market value of Rs 3.5 crore at the time.
Allegations of Financial Irregularity
At the time of the alleged transaction in 2019, D. Suresh was serving as the Chief Administrator of the Haryana Shehri Vikas Pradhikaran, the state’s primary urban development authority. The complaint suggests that the plot, which had been previously reclaimed by the authority due to outstanding dues, was restored and transferred through procedures that bypassed established protocols. The FIR names nine individuals in connection with the case, including other former officials, and charges them under the Prevention of Corruption Act along with sections related to cheating and forgery.
Legal Status and Administrative Scrutiny
The case comes into focus shortly after D. Suresh retired from government service on August 31, 2026. Following the filing of the FIR, the retired bureaucrat moved the Punjab and Haryana High Court to seek relief. The court has granted interim protection, ordering that the authorities provide a seven-day notice period before taking any coercive action or executing an arrest. The matter is currently set for a further judicial review on October 16, 2026.
