The Raj Bhavan in Chhattisgarh has directed the state’s Department of Public Health and Medical Education to investigate the ongoing recruitment of nursing graduates for home-based caregiver positions in Israel. This inquiry follows formal representations regarding the nature of the job roles, which reportedly require trained medical professionals to perform household tasks such as cleaning, laundry, and meal preparation.

Conflict Zone Safety and Professional Standards

The recruitment drive, part of a broader government-to-government labor mobility agreement, targets thousands of Indian workers for various sectors in Israel. For nursing graduates, the advertised roles offer monthly compensation of approximately Rs 2 lakh, along with health insurance and accommodation. However, the Chhattisgarh Nursing Association and various medical professionals have challenged the alignment of these duties with a formal nursing degree. Critics argue that utilizing clinical professionals for domestic labor undermines their professional identity and academic qualifications.

Furthermore, the deployment of healthcare workers to Israel has drawn scrutiny due to the ongoing regional security situation. Stakeholders are demanding greater transparency regarding worker safety, legal protections, and specific evacuation protocols in the event that hostilities escalate in the region. The inquiry seeks to determine whether the current job description, which extends beyond healthcare into domestic service, remains appropriate for participants holding professional medical certifications.

Government Framework and Labour Mobility

This recruitment effort originates from a bilateral pact aimed at addressing labor shortages in Israel, with a goal of deploying up to one lakh Indian workers over the next five years. The Ministry of Skill Development and Entrepreneurship had previously requested states to facilitate the selection of candidates for caregiver positions. In response, the Chhattisgarh Nurses Registration Council issued a circular to identify eligible GNM and BSc Nursing graduates. While supporters of the program emphasize the significant economic benefits of overseas employment, the current investigation will determine if the recruitment process requires structural changes or if the specific job profiles need to be redefined to respect the professional scope of nursing graduates.

The health department’s report is expected to establish the future trajectory of this recruitment drive.
