Gopalpur Industrial Park in Odisha’s Ganjam district has reached a significant milestone, securing a total investment pipeline exceeding Rs 65,400 crore. Developed by Tata Steel Special Economic Zone Limited, a wholly-owned subsidiary of Tata Steel, the 2,970-acre facility is shifting its profile from traditional manufacturing to a hub for sustainable and green energy industries. This transition is aimed at attracting high-value manufacturers by providing robust infrastructure, including improved power and water utility access, which has acted as a primary driver for the recent capital inflows.

Scaling Green Energy and Manufacturing

The park's current expansion is headlined by two major segments: green hydrogen-related production and advanced solar manufacturing. A key development includes a cooperation agreement involving the Odisha government, Japan’s IHI Corporation, and ACME Group to establish a 0.4 million tonne per annum green ammonia plant. Additionally, Tata Power Renewable Energy Limited has formalized a land agreement for a Rs 10,000-crore investment dedicated to producing solar ingots and wafers. These projects are significant as they align with national goals to reduce dependency on imported renewable energy components. Beyond energy, the facility hosts companies like SRF Limited, Avaada GreenH2, Ocior Energy, and Hygenco, utilizing both Special Economic Zone and Domestic Tariff Area land classifications to serve both export and domestic markets.

Operational Context and Risks

While the scale of investment is substantial, the industrialization of the region has faced a complex history. Over the years, land acquisition and compensation negotiations have been a recurring point of discussion between the developer and local community members. For the project to maintain its momentum, the management must ensure that the operational phase of these new units continues to align with the socio-economic expectations of the local workforce and surrounding communities.
