The National Highways Authority of India (NHAI) is now sharing standardized highway infrastructure data with premier institutes like IITs and NITs. This new framework replaces individual research agreements to speed up the development of safer and more durable road technologies. The initiative focuses on creating local models for pavement quality and traffic management while ensuring strict data security.

The National Highways Authority of India (NHAI) has launched a centralized framework to provide research institutions with critical data on highway infrastructure and operations. By moving away from the previous requirement of signing individual Memorandums of Understanding (MoUs) for every project, the authority aims to reduce bureaucratic delays and allow academic experts to focus on practical highway solutions.

Faster Research and Collaborative Innovation

Under this new system, the NHAI will directly evaluate research proposals, replacing the time-consuming process of multi-agency legal reviews. Partner institutions, including Indian Institutes of Technology (IITs), National Institutes of Technology (NITs), and the CSIR-Central Road Research Institute (CRRI), will gain access to standard data blocks covering up to 2,000 km of national highways. This initial access allows researchers to validate their methodologies through pilot studies before scaling up their work.

The primary goal is to develop technologies that suit India’s specific operational environment. This includes creating accurate models to predict pavement deterioration and improving traffic flow analytics. By integrating academic research into real-world infrastructure, the NHAI intends to enhance highway durability and cost-efficiency over the long term.

Data Security and IP Ownership

To protect sensitive infrastructure information, the framework mandates that all participating institutions sign a non-disclosure agreement. While the research results can be used for academic purposes, the data cannot be commercialized or shared with third parties. Importantly, the confidentiality obligations remain in effect for three years after the conclusion of each project.

Regarding intellectual property, the NHAI and the research institutions will share joint ownership of any patents, copyrights, or IP generated from these studies. This collaborative approach ensures that the authority maintains a stake in the practical applications developed through these partnerships.

While this initiative is primarily academic, it has broader implications for the infrastructure and construction sector. Successful pilot projects that demonstrate operational value may eventually be adopted across the national highway network.
