The investment is currently facing uncertainty as Andhra Pradesh actively campaigns to host the facility in Kakinada instead. The project is critical for India's maritime manufacturing ambitions, though the rivalry between the two states may impact the construction timeline.

HD Hyundai representatives have met with Tamil Nadu officials this week, marking a critical phase in the decision-making process for a proposed $4 billion mega-shipyard project. While Tamil Nadu has actively pursued the investment and already signed a memorandum of understanding in December 2025 followed by a tripartite agreement in April 2026, the path forward has become increasingly complex due to aggressive competition from Andhra Pradesh.

The Andhra Pradesh government is pushing for the project to be relocated to Kakinada, highlighting the port's existing infrastructure and 'plug-and-play' capabilities. This competition between states has created a period of uncertainty for the South Korean manufacturing giant. The recent site inspections conducted by HD Hyundai in Thoothukudi, Tamil Nadu, as recently as early September 2026, suggest that the company is still actively evaluating the logistics and strategic benefits of the proposed site against the counter-offers from rival states.

This shipbuilding project is a central piece of India’s maritime infrastructure strategy, which aims to develop five major greenfield clusters along the coastline. Success in this sector requires massive land parcels, deep-water access, and a stable regulatory environment. For the state that ultimately secures the contract, the investment promises to bring advanced shipbuilding technology, significant foreign capital, and a boost to local manufacturing capacity.

However, the project faces notable execution risks. The ongoing rivalry between Tamil Nadu and Andhra Pradesh may lead to delays in finalizing the land allocation and securing the necessary permits. Large-scale international projects are sensitive to such political and logistical shifts, which can impact project timelines and capital spending plans. The company’s recent decision to exit its joint venture with Cochin Shipyard demonstrates a clear strategy to prioritize this greenfield project, meaning the location choice is a high-stakes decision that will influence the long-term efficiency and cost structure of the new facility.
