Andhra Pradesh Approves Major Greenfield Port and Shipbuilding Cluster
The Andhra Pradesh government has officially given the go-ahead for the establishment of a significant greenfield port and a National Mega Shipbuilding Cluster at Dugarajapatnam, located in the Tirupati district. This landmark decision, announced on Friday, involves the acquisition of 2,000 acres of land for the project.
Strategic Development Initiative
Special Chief Secretary of Infrastructure & Investment (Ports) Department, MT Krishna Babu, stated that these ambitious projects are being developed under the Shipbuilding Development Scheme (SbDS) championed by the Ministry of Ports Shipping and Waterways (MoPSW). The approval was formalized through a government order (GO), paving the way for crucial infrastructure development.
Joint Venture for Growth
To ensure the efficient development and acceleration of the National Mega Shipbuilding Cluster, a Special Purpose Vehicle (SPV) will be established. This SPV will be a collaborative effort between the Ministry of Ports Shipping and Waterways and the Andhra Pradesh government. The Ministry will provide support through its entities in the region, notably the Visakhapatnam Port Authority (VPA).
The Andhra Pradesh Maritime Board (APMB) will create a 50:50 SPV with the Visakhapatnam Port Trust (VPT). Both the state government and VPT will have equal representation on the SPV's board of directors, ensuring balanced oversight.
Land Acquisition and Shipyard Capacity
APMB has received authorization to complete the land acquisition process for the 2,000 acres required for the shipbuilding cluster. The resources mobilized will be transferred into the SPV as the state government's equity. The project includes the construction of an anchor shipyard designed to achieve a capacity of 0.5 million gross tonnage (GT) per annum within ten years of its commissioning. VPT and APMB will coordinate this significant undertaking.
National Maritime Vision
This initiative is a crucial component of the Government of India's broader objectives. Under the Maritime India Vision 2030 and the Maritime Amrit Kaal Vision 2047, India aims to significantly increase its shipbuilding output from the current 0.01 million GT per annum to 4.5 million GT per year. The ultimate goal is to propel India into the ranks of the top five shipbuilding nations globally by 2047.
