The Himachal Pradesh government has partially reinstated the manufacturing license for Jackson Laboratories' Baddi unit. While some operations may resume, production of high-risk drugs like sterile injectables remains suspended due to ongoing compliance concerns. This follows a June shutdown linked to investigations into substandard drug quality.

The Himachal Pradesh state government has issued a partial reinstatement of the drug manufacturing license for Jackson Laboratories' facility located in Baddi. This action marks a partial reversal of a full suspension imposed in June, which was prompted by regulatory investigations into the company's product quality.

Regulatory Restrictions and Compliance

Despite this partial approval, the company faces significant operational limitations. The Baddi unit is currently prohibited from manufacturing high-risk medications, specifically sterile injectables. Regulatory authorities have mandated that these production lines will only be considered for restart after a fresh inspection and clear verification that the facility meets safety standards. Furthermore, the company has faced permanent cancellation of product permissions for several drugs, including testosterone injections and certain theophylline formulations. Production of other categories, such as capsules and ophthalmic drops, will remain halted until the company can demonstrate that it has addressed all previously observed deficiencies.

Background on Quality Concerns

The initial suspension of the manufacturing license was triggered by reports linking injections supplied by the company to patient deaths in Kota, Rajasthan. Investigations conducted after these events suggested that the oxytocin injections in question lacked active ingredients, raising serious questions about the manufacturing quality and the authenticity of the products. While the Rajasthan government’s inquiry pointed to several contributing factors in the patient cases, the quality of the pharmaceutical supplies became a central focus for drug regulators.

Investors should note that the company’s separate facility in Punjab remains under a full license cancellation. A hearing to discuss the potential restoration of the Punjab unit’s license is scheduled for August 14. For stakeholders, the primary focus remains on whether the company can successfully navigate these regulatory inspections and restore full manufacturing capabilities at its key production sites. The timeline for when, or if, the restricted high-risk manufacturing lines will return to operation is currently uncertain and will depend entirely on future regulatory audits and compliance filings.
