The first meeting of the Subsidiary Body on Article 8(j) and Other Provisions (SB8J) under the Convention on Biological Diversity (CBD) has concluded with key recommendations for its future operations. This new, permanent body, the first of its kind under any multilateral environmental agreement, aims to ensure that Indigenous Peoples and Local Communities (IPLC) are actively involved in CBD decision-making processes, particularly concerning the implementation of Article 8(j) which covers traditional knowledge, innovations, and practices.
At its inaugural four-day meeting, delegates discussed integrating traditional knowledge into global biodiversity progress reports, establishing SB8J's governance structure, developing strategies for resource mobilization and capacity building for IPLCs, and creating guidelines for the Article 8(j) work programme. Discussions also covered strengthening legal frameworks for biodiversity targets such as restoring degraded ecosystems and conserving land, waters, and seas.
Panama's environment minister, Juan Carlos Navarro, urged the body to ensure commitments translate into actionable policies and visible results. The outcomes, currently in 'bracketed text' (awaiting final agreement), will be presented at the 17th Conference of Parties (COP17) in Armenia next October. Parties will convene multiple times before COP17 through other subsidiary bodies.
Astrid Schomaker, executive secretary of the CBD, stated this marks a major step forward for a fully operational body ready to deliver on its mandate.
